Rule 14
Approving Variation Order
After the work has been started according to the approved cost estimate, if it is necessary to further reduce the amount of such work due to technical reasons or to add or replace new items, the work can be carried out by approving the variation order as follows:-
(a) In the case where the drawing, design and specification etc. of the construction works do not need to be changed but only the quantity of the work is increased, the variation order of up to ten percent of the contract value shall be technically confirmed by the Chairman of the Development Committee and the variation order of up to fifteen percent shall be technically confirmed by the Development Committee.
(b) If the drawing, design and specification etc. of the construction work needs to be changed, a variation order of up to fifteen percent of the contract price shall be prepared and revised estimate with technical confirmation shall be prepared by the Development Committee,
(c) In the case of purchase of goods, consulting services and other services by confirming the variation order up to fifteen percent of the contract price, the Development Committee,
(d) If more than fifteen percent of the contract price has to be varied, a new "cost estimate" will have to be prepared and the work will have to be done through a new "procurement process".
